I'm sorry but the old one is a lot better. The old one (second one I'm pretty sure) looks pretty clean and is pretty nice aside from some of the shapes of the arms, and on a couple places (mainly hands and neck and his right part of the hair) the lighting doesn't make sense. The colors on that piece are also nice looking.

The new one (first one) is really overworked looking and feels like what someone who doesn't know much about anime thinks anime looks like. The face is very cramped within itself too.

You gotta study other established works to fix this. There's also a thread here on Newgrounds full of resources that can help you improve (https://www.newgrounds.com/bbs/topic/1453904/1).
